In a decisive move aimed at restoring order and safety within Sierra Leone’s petroleum retail sector, the National Petroleum Regulatory Authority (NPRA) has declared an immediate nationwide moratorium on the construction of new fuel stations.
The directive, which takes effect immediately, halts all ongoing and planned development of gas stations across the country. Authorities say the decision comes amid growing concerns over the increasing number of fuel stations being constructed without proper registration and regulatory approval.
According to officials, the surge in unauthorized fuel outlets has raised serious safety, environmental, and regulatory concerns. The NPRA noted that many of these facilities are being developed in violation of critical safety standards, proper land-use planning, and fair trade practices that are designed to protect both communities and the petroleum industry.
As part of the enforcement measure, the regulatory body has declared all pending and existing applications for the construction of fuel stations invalid. This means that any developer or company that had previously submitted an application must wait until the suspension is lifted before initiating or continuing construction.
The Authority has also instructed operators currently building unregistered or unauthorized fuel stations to immediately stop all construction activities. Any work that continues during the moratorium period will be treated as illegal and may attract enforcement actions, including possible sanctions.
Regulatory officials explained that the suspension is intended to give the Authority time to conduct a thorough review of compliance levels within the sector. During this period, the NPRA plans to reassess existing guidelines governing the siting and establishment of fuel stations to ensure stricter adherence to safety and planning regulations.
A key part of the review will focus on ensuring that fuel stations are properly located and maintain adequate separation distances from sensitive public locations. These include residential communities, schools, health facilities, religious institutions, wetlands, entertainment centers, and designated rights-of-way.
Industry observers have long expressed concern about the rapid and often unregulated growth of fuel stations in densely populated communities, warning that poorly planned facilities could pose serious fire hazards and environmental risks.
The NPRA emphasized that the moratorium is a temporary but necessary measure introduced in the broader public interest. Officials say it will help strengthen regulatory oversight, improve compliance within the sector, and ensure that future fuel station developments meet the highest safety and planning standards.
The Authority has therefore called on construction companies, Oil Marketing Companies, and independent fuel dealers to strictly adhere to the directive. Compliance, the NPRA stressed, will help safeguard communities and promote a more structured and responsible development of the petroleum retail industry.
Until further notice, the regulator confirmed that it will not accept, review, or process any new applications related to the construction of gas stations anywhere in the country.
