NPRA Director General Speaks Tough

On July 1st, 2025, at the NPRA headquarters housed within the British Council in Freetown, the National Petroleum Regulatory Authority brought together key stakeholders, staff, and members of the media for a critical engagement aimed at fostering stronger cooperation and driving reforms within Sierra Leone’s petroleum sector.
Director General, Mr. Baluwa Koroma, took center stage to share his vision and strategic plans for making the petroleum industry more attractive for investment and professional growth. “My mandate is clear to create a sector that is compelling for work and investment,” he emphasized.
Highlighting his extensive experience in both international and local financial and corporate sectors, Mr. Koroma called for a unified approach involving civil society, media, consumers, and operators. “Together, we must advance industry development, enforce regulation, and promote compliance,” he stated.
Mr. Koroma also urged all stakeholders to familiarize themselves with the newly enacted NPRA Act 2025, describing it as a cornerstone for transformation in Sierra Leone’s petroleum landscape. “This is a public document, available for all. If you truly love Sierra Leone, study it before passing judgment,” he challenged.
Among the key priorities outlined were:
Ensuring sustainable availability of petroleum products through increased investment.
Strengthening government service programs to shield against global market uncertainties.
Developing comprehensive guidelines for petroleum importation, storage, retailing, and distribution.
Monitoring and setting price ceilings to protect consumers and investors alike.
Combating malpractice such as under-dispensing fuel at retail outlets.
Enforcing minimum stock requirements to guarantee supply stability.
To bolster regional cooperation and regulatory standards, Mr. Koroma announced plans to send a team to Ghana to learn from best practices and develop applicable guidelines for Sierra Leone.
NPRA Board Chairman, Mr. Michael H. Kendor, praised the institution’s remarkable progress under the Director General’s leadership. “The growth and successes we celebrate today are due to tireless work and dedication,” he remarked.
Mr. Kendor highlighted the critical role of teamwork and recognized key personnel for their contributions, noting the Authority’s evolution toward becoming a fully-fledged National Petroleum Authority managing substantial revenues.
He also commended the opening of the market to new Oil Marketing Companies, fostering competition and fair play within the sector.
The engagement concluded with Mr. Koroma reaffirming his commitment to protecting consumer rights and maintaining transparency. “To all fuel dealers under-dispensing customers be warned, we will come after you,” he declared firmly.
This engagement marks a significant step forward as NPRA positions itself to lead Sierra Leone’s petroleum industry toward growth, stability, and international competitiveness.
