Parliament enacts the counter terrorism act 2025

Freetown, March 11, 2025 – The Parliament of Sierra Leone has officially passed into law the National Counter Terrorism Act of 2024, marking a significant step toward strengthening the country’s legal framework on national security.

The legislation, enacted on Tuesday, March 11, 2025, establishes the National Counter-Terrorism Coordination Committee and outlines provisions for combating terrorism and terrorism-related offenses. The Act also addresses the enforcement of measures against terrorist financing, asset control, and the prohibition of financial support to terrorist activities.

Presenting the report to the plenary of the Committee of the Whole House, Hon. Abdul Sulaiman Marray-Conteh, Chairman of the Legislative Committee, elaborated on the amendments made. These included adjustments to the language, clauses, sentencing terms, fines, and other critical sections of the bill.

The bill was piloted by the Deputy Attorney General and Minister of Justice, Saptiru Elizabeth Saccoh, who emphasized its importance in aligning Sierra Leone’s security laws with international standards and safeguarding citizens from evolving global threats.

This Act is expected to significantly enhance Sierra Leone’s capacity to prevent, detect, and respond to terrorism and related offenses.
