Chief Minister Dr. David Moinina Sengeh has carried out a strategic inspection of key government facilities as part of ongoing efforts to expand administrative infrastructure through the construction of additional office towers.
The event took place on Wednesday 1 April 2026 at Youyi Building in Brookfields, Freetown, and extended to New England, where several ministries and government offices are currently housed. The visit forms part of a broader initiative to address congestion, improve coordination, and enhance service delivery across public institutions.

The proposed expansion aligns with the development agenda of President Julius Maada Bio, particularly under the Big Five Game Changer framework, which prioritizes infrastructure and technology as key drivers of national transformation.
Speaking during the inspection, Dr. Sengeh underscored the importance of creating a modern, centralized government workspace, noting that increasing pressure on existing facilities demands innovative and long-term solutions. He explained that the planned construction of additional towers will help decongest Youyi Building while fostering greater collaboration among ministries within a unified campus.
At New England, the assessment focused on improving the efficiency of dispersed offices, with discussions centered on integrating operations into a more coordinated system that enhances productivity and accessibility of government services.
The Chief Minister was accompanied by representatives from the Office of the President Infrastructure Initiative, the Ministry of Lands, Housing and Country Planning, the Ministry of Works and Public Assets, as well as private sector partners including FB Group. Their involvement highlights the government’s commitment to public-private collaboration in delivering sustainable and modern infrastructure.
The tower expansion project is expected to ease administrative congestion, improve working conditions for civil servants, and reinforce Sierra Leone’s commitment to building a more efficient and technologically driven public sector.
