Sierra Leone and the Russian Federation have renewed efforts to deepen bilateral cooperation in security and law enforcement, with both countries committing to move beyond signed agreements toward practical implementation.
The renewed commitment was reaffirmed during a courtesy meeting between Sierra Leone’s Minister of Internal Affairs, AIG (Rtd.) Morie Lengor Esq., and the Russian Federation’s Ambassador to Sierra Leone, Andrey Stolyarov, at the Ministry’s headquarters on Gloucester Street in Freetown.
The meeting focused on expanding collaboration in key areas of national security, crime prevention, institutional development, and technical cooperation aimed at enhancing public safety and strengthening the country’s law enforcement institutions.
Speaking during the engagement, Ambassador Stolyarov reiterated Russia’s readiness to support Sierra Leone through stronger bilateral cooperation. He emphasized the importance of translating existing agreements into practical programmes that will improve security operations, information exchange, and law enforcement capacity.
A major proposal from the Russian side was the establishment of a joint technical working group made up of officials from the Ministry of Internal Affairs and the Russian Embassy. The proposed team would oversee the implementation of agreed initiatives, coordinate technical cooperation, facilitate intelligence and information sharing, and support complex investigations requiring specialized expertise.
Minister Morie Lengor welcomed the proposal, describing it as another milestone in the long-standing relationship between Sierra Leone and Russia. He recalled his official visit to Moscow in May 2025, during which he signed a Memorandum of Understanding with Russia’s Minister of Internal Affairs, Vladimir Kolokoltsev, aimed at promoting cooperation in security and law enforcement.
According to the Minister, the priority should now be the effective implementation of the Memorandum of Understanding. He noted that the agreement provides a framework for collaboration in preventing, detecting, suppressing, and investigating criminal activities, particularly organized transnational crime and other cross-border offences.
Lengor further stressed the need for focused capacity building across Sierra Leone’s security institutions. Rather than presenting an extensive list of requests, he urged both sides to identify strategic priority areas that align with the Ministry’s development agenda and Strategic Plan.
He specifically highlighted the Office of the Chief Medical Examiner as one institution that could benefit from specialized training, modern equipment, and technical support to improve forensic and investigative services.
The Minister concluded by expressing optimism that the proposed technical working group would develop a clear implementation roadmap outlining both short-term and long-term objectives. He added that sustained collaboration on ongoing investigations would further strengthen the growing security partnership between Sierra Leone and the Russian Federation while contributing to regional peace, public safety, and institutional resilience.
