The Ministry of Basic and Senior Secondary Education’s directive prohibiting schools from charging pupils for report cards is consistent with the principles of the Free Quality School Education Programme. Every child deserves access to his or her academic report without being subjected to unauthorized fees.
However, while the ministry focuses on protecting parents from illegal charges, equal attention should be given to the welfare of the teachers who deliver education every day. It is difficult to expect maximum commitment from educators when many continue to face challenges relating to poor remuneration and working conditions.
Many teachers have repeatedly raised concerns over the absence of medical allowances, inadequate transport support, delays in the payment of subsidies and other benefits, and limited opportunities for professional development. There are also persistent complaints about weak monitoring and supervision in some schools, which affects both teacher accountability and the quality of education.
Rather than concentrating only on warning schools against collecting report card fees, the ministry should intensify efforts to address these long-standing issues. Improving teachers’ welfare would not only boost morale but also enhance classroom performance and learning outcomes for pupils across the country.
Parents appreciate the importance of free education, but they also recognize the sacrifices teachers make under difficult conditions. A sustainable education system requires protecting pupils while ensuring that teachers receive fair treatment, timely salaries, allowances, and the support necessary to perform their duties effectively.
The future of Sierra Leone’s education sector depends on striking a balance between safeguarding children’s rights and investing in the welfare of those entrusted with educating them. By strengthening teacher motivation, enforcing accountability, and improving working conditions, the ministry can build a more effective and resilient education system that benefits every learner.
