A major breakthrough in Sierra Leone’s housing and infrastructure development agenda was recorded as the Ministry of Lands, Housing and Country Planning signed a landmark Memorandum of Understanding (MoU) with Shelta Arique Development Bank and TAF Global Africa to facilitate the construction of affordable housing units and modern student hostels across the country.
The agreement, which is expected to transform the housing sector and improve accommodation opportunities for thousands of Sierra Leoneans, was signed on 13th June 2026 during the Annual General Meeting (AGM) held in Rabat, Morocco. The signing ceremony brought together government officials, development partners, housing experts, and investors committed to advancing sustainable housing initiatives in Africa.
Leading the government delegation was the Minister of Lands, Housing and Country Planning, Dr. Turad Senesie, who signed on behalf of the Government of Sierra Leone. Representatives of Shelta Arique Development Bank and TAF Global Africa also appended their signatures to the agreement, signaling a shared commitment to addressing housing challenges and promoting inclusive urban development.
The MoU is designed to strengthen collaboration between the Government of Sierra Leone and international development partners in the provision of affordable and decent housing for citizens while simultaneously addressing the growing demand for quality accommodation facilities within the country’s tertiary education sector. Under the agreement, the partners will explore investment opportunities and mobilize resources for the construction of housing estates and purpose-built student hostels in strategic locations nationwide.
Speaking during the event, stakeholders described the agreement as a timely intervention that aligns with Sierra Leone’s national development priorities. They emphasized that access to decent shelter remains a fundamental requirement for social and economic development and that partnerships of this nature are essential for bridging the country’s housing deficit.
For years, many Sierra Leoneans, particularly low- and middle-income earners, have faced significant challenges in accessing affordable housing due to rising construction costs, rapid urbanization, and limited housing supply. The new partnership seeks to address these challenges by promoting innovative housing solutions that are both affordable and sustainable.
The student accommodation component of the project is equally significant. Across many universities and tertiary institutions in Sierra Leone, students continue to face difficulties in securing safe and affordable accommodation. The proposed hostel developments are expected to ease this burden by providing modern, secure, and accessible living facilities that will enhance students’ welfare and create a more conducive environment for learning and academic excellence.
The agreement also reflects the progress being made under the leadership of Dr. Turad Senesie, whose ministry has continued to pursue reforms aimed at modernizing the housing sector, improving land administration systems, and attracting strategic investments into national development programmes. The ministry has consistently emphasized the importance of public-private partnerships as a means of accelerating development and delivering tangible benefits to citizens.
Development partners involved in the initiative expressed confidence in Sierra Leone’s housing potential and reaffirmed their readiness to work closely with the government to ensure the successful implementation of the project. They noted that sustainable housing development not only improves living conditions but also creates employment opportunities, stimulates economic growth, and contributes to national stability.
Observers have described the signing of the MoU as a significant milestone that demonstrates Sierra Leone’s growing attractiveness to international investors and development institutions. The partnership is expected to open new avenues for collaboration, investment, and innovation within the housing sector while supporting broader efforts to achieve sustainable urban development.
As implementation plans begin to take shape, expectations remain high that the initiative will deliver lasting benefits to citizens across the country. Through improved housing access and enhanced student accommodation, the partnership has the potential to positively impact thousands of lives and contribute meaningfully to Sierra Leone’s long-term development aspirations.
The signing of the MoU in Rabat, Morocco, therefore marks not only the beginning of a new partnership but also a renewed commitment to ensuring that more Sierra Leoneans have access to decent homes and quality living conditions, while students are provided with the accommodation support necessary to pursue their educational ambitions successfully.
