A new chapter in the leadership of the National Revenue Authority (NRA) has begun with the appointment of Ing. Edmond Benjamin Nonie as Deputy Commissioner General II, bringing to the Authority a blend of engineering expertise, public-sector leadership, investment experience and knowledge of energy policy and enterprise development.
Ing. Nonie joins the NRA with a broad professional background spanning government, international development, investment, engineering and entrepreneurship. His appointment is expected to strengthen the Authority’s institutional capacity as it continues to pursue improved revenue mobilisation, compliance and sustainable national development.
Before taking up his new position at the NRA, Ing. Nonie served as Deputy Minister of Energy I, where he played a role in several initiatives designed to address challenges within Sierra Leone’s energy sector.
During his time at the Ministry of Energy, he contributed to the Mission 300 Compact and was involved in the development of the Productive Use of Energy Policy. These initiatives formed part of broader efforts to expand access to reliable electricity while creating opportunities for productive economic activities.
He also provided leadership in the preparation and implementation of the Dry Season Power Procurement and Management Plans for 2024, 2025 and 2026. The plans were aimed at improving energy planning, strengthening reliability and ensuring better management of electricity supply during periods of increased pressure on the national power system.
Beyond government, Ing. Nonie has gained experience in both international development and private-sector investment. He spent four years with the UNICEF Office of Innovation, working between its offices in New York and Stockholm. His experience there exposed him to innovation-driven approaches to development and the use of new ideas and technologies to address complex challenges.
He later worked as an Investment Analyst for the Energy Portfolio at ManoCap LLC in Freetown. In that capacity, he assessed manufacturing and large-scale hospitality businesses for potential investments in solar energy assets.
His professional background includes expertise in credit analysis, technical assessment, investment evaluation, due diligence, infrastructure planning and energy policy. These areas, combined with his experience across different sectors, have positioned him to contribute to strategic decision-making and institutional development.
Academically, Ing. Nonie holds a Postgraduate Certificate in Finance, Contracts and Risk Mitigation for Private Power Investment in Africa from the Graduate School of Business at the University of Cape Town.
He also holds a Bachelor of Engineering in Mechanical and Maintenance Engineering from Fourah Bay College and is a member of the Sierra Leone Institution of Engineers.
His professional interests extend beyond formal employment. Ing. Nonie is an entrepreneur and co-founder of two small and medium-sized enterprises involved in import, export and logistics, as well as engineering and data science.
His transition to the NRA therefore comes with experience that cuts across technical operations, finance, investment, business development, public administration and national policy.
At the revenue authority, such experience could prove significant as Sierra Leone continues to place emphasis on strengthening domestic revenue collection and improving compliance. The NRA has a central role in financing government programmes and supporting the country’s broader economic development objectives.
The Authority has welcomed Ing. Nonie’s appointment, describing his combination of technical knowledge, strategic leadership, private-sector exposure and public-sector experience as valuable assets to the institution.
His appointment also comes at a time when revenue mobilisation remains an important component of national development, with government institutions expected to improve efficiency, strengthen compliance and explore sustainable approaches to expanding the country’s domestic revenue base.
The NRA Board and Senior Management Team, together with staff, partners and taxpayers, have congratulated Ing. Nonie on his appointment and expressed confidence in his ability to contribute meaningfully to the Authority.
As he assumes responsibility as Deputy Commissioner General II, attention will now turn to how his experience in engineering, investment, policy and administration will be applied to the NRA’s mandate and its continued efforts to strengthen revenue mobilisation in Sierra Leone.
